There is no objective and logical reason to split any county into more than two districts. Using County lines whenever possible is the most fair and logical way to divide the districts. Where Counties need to be split because of population, then only split them between two districts. Salt Lake County should not be split into three districts.

Has an entire district surrounding 3 districts. East and West have separate interests. Doesn't consider keep communities of interest together.
